Fresh clouds as Cyprus blocks EU accord on Turkey

BRUSSELS - The European Union failed Tuesday to adopt a hotly-disputed declaration on Turkey due to last-minute opposition from Cyprus, fuelling fresh doubts over the start of EU talks with Ankara next month.

But Cypriot President Tassos Papadopoulos said the blockage was purely "procedural," adding that he was happy with the accord on how to respond to Turkey's continued refusal to recognize his government.
